Mobilize capital sources from domestic and foreign organizations and individuals according to the provisions of law in the following forms: issuing bonds, borrowing capital from financial and credit institutions, receiving financial resources support, receive entrusted capital sources;
Direct investment in technical infrastructure investment projects, social infrastructure and important economic sectors of the City; public utility projects, or projects serving political purposes at the request of the City People’s Committee;
Contributing capital to joint ventures and associations; contribute share capital with other enterprises; buy or sell part of an asset or the whole of another business;
Investing in priority areas, through the capital market, the stock market in accordance with the law;
Loans for investment projects in technical infrastructure, social infrastructure and important economic sectors with plans to recover capital directly under programs and targets according to development strategies and plans economy – society of Ho Chi Minh City;
Entrusting investment loans, debt recovery; receive entrustment for management of investment capital, debt recovery, allocation of investment capital, issuance of municipal bonds and construction bonds as authorized by the City People’s Committee;
Provide financial services and investment advice to domestic and foreign organizations and individuals in need;
Piloting the performance of the function of representing the owner of state capital for corporations, state-owned companies, state-owned one-member limited liability companies, limited liability companies with two or more members , joint stock companies converted from independent state-owned companies under the City People’s Committee.
